"Madam President, the rapporteur, Mr Nobilia, has once again proven that complicated technical issues can attach to an everyday subject such as detergents. In short I approve of the line that the rapporteur has set out. If we wish to assess detergents with a view to trade and use, we must look in particular at their environmental and health effects. An exemption for the restrictions to trade and use can be granted if we are considering necessary applications for which no safer alternatives exist. With this provision we must however ensure that the volume of sale and use across the territory of the entire European Union remains at such a low level that there is no threat to the environment and health. Another important point concerns phosphates. In some Member States they have already been banned. An EU ban is rather premature at the moment as far as I am concerned, but does require serious consideration. If there are other aspects for which Member States have laid down stricter legislation, these Member States should not be forced to amend their legislation. Finally, I want to express my approval to the rapporteur regarding labelling. For lay people it is indeed often incomprehensible and confusing. Simple texts on products that have been approved following rigorous evaluation must be sufficient. If the curious consumer wishes to know more, they must consult the manufacturer by way of the latter’s web site and by telephone."@en1
