". – I am willing to receive any information that the honourable Member can give us on the economic implications of these criminal activities. I recognise that the figures are impressive: I recognise that 48% of all robberies in central London involve mobile phones and that the rate in Paris is about 40%. I am very much aware of the fact that last year approximately 700 000 phones were stolen in the UK, 150 000 in France and 130 000 in Spain. I do not deny that there is an important cross-border dimension to this kind of criminal activity. The issue is how to prioritise the actions that should be taken. My view is that priority should go to operational cooperation. I do not see any need for harmonisation of legislation. Therefore we will go on discussing a European network of crime prevention and what concrete operational activities should be developed to fight this kind of crime. The IMEI approach has already been discussed. We can only decide by unanimity and the Member States are split on this issue. However, we will definitely not drop the issue."@en1
