"Question No 33 by José Ignacio Salafranca Sánchez-Neyra (): Does the Commission take the view that abolishing tariff preferences (through the adoption by the EC of proposal (COM/2003/0045 final) for a Council regulation implementing Article 12 of Council Regulation (EC) 2501/2001) for the sector live plants, flowers, edible vegetables and fruit in Colombia, as a consequence of applying the graduation mechanism, will help a country in which there are around 26 million people living in poverty, almost 30 000 violent deaths each year and around 10 kidnappings per day, in its fight against drug production and trafficking? Does the Commission not take the view that this measure may jeopardise the fragile economic, social and environmental progress made by Costa Rica in a sector which is concentrated in disadvantaged areas of the country that are highly susceptible to natural disasters, and which provides employment above all for women breadwinners and for immigrants from Nicaragua? Does the Commission not believe that applying the graduation mechanism to the beneficiaries of the 'Drugs' GSP may distort the objectives which led to the creation of what is probably the most successful trade mechanism the EU has ever adopted vis-à-vis developing countries, a mechanism which is vital for Andean and Central American countries at a time when they are facing a regional crisis? Does the Commission believe that the situation in these countries is likely to improve over the months by which the entry into force of the Regulation has been delayed? Does it not take the view that this may send a discouraging signal to the countries concerned at a time when the Madrid Summit held out the prospect of free trade for Central America and the Andean Community? What reactions has it received from the beneficiary countries?"@en1
