"The European area of security and justice must be integrated into the Treaty on European Union and thus bind the new candidate countries. International cooperation in the field of justice and the fight against all forms of crime, including terrorism, must be intensified. Citizens are free within the Union, but they may also become a victim of an offence in one of the Member States.
The initiative, which consists of setting up a network of contact points aimed at creating an institutionalised forum for the permanent exchange of information and theoretical and practical knowledge concerning restorative justice, is part of this movement."@en1
