lpv:translated text	"Mr President, I believe that, today, we should welcome this debate on the Green Paper and the strategy proposed to us by the Commission on consumer policy. We should welcome it because, with enlargement and, thereby, the extension of the internal market, it is clearly important to improve harmonisation of Community legislation relating to consumers. We are also aware of the role that consumerism plays in the economy, and heaven knows we need it at the moment! Studies have shown, however, that, outside the border areas, European consumers do not know how to make use of the advantages provided by the European Union. Why is this? Quite simply, because they still lack confidence, because they do not always have access to the relevant information on products and services and because they do not always have the means of ascertaining the quality of products or price references, and because, particularly in the event of litigation, they do not know which authority will be competent. All this means, therefore, that consumers do not take advantage of the possibilities offered by Europe and are in need of knowledge and information, although they are fully prepared to act responsibly, respecting ecolabels and suchlike. In order to remedy this, we therefore need to harmonise legislation and establish genuine European consumers’ rights while guaranteeing the flexibility required for application in the Member States. We are therefore in favour of better information for consumers. This should be clear and written in the consumers’ mother tongue so that they can make fully informed choices. Developing a framework strategy for consumers also means ensuring their legal protection, putting an end to disputes relating to unfair practices on the part of companies and protecting the companies themselves too. We therefore agree on a high level of consumer protection and on transparency achieved through associations and we expect a great deal from the Commission. We can guarantee, Commissioner, that we shall be looking over your shoulder to ensure that this consumer policy is followed through."@en1
