To give an example, vessels sailing in US waters are required to provide a security of USD one billion and, in the event of an accident, a sum of USD five billion is required as indemnity. Only EUR 180 million have been set aside for clearing up the disaster, to be divided between Galicia (the most badly affected country, which is my country – my nation), other communities in the Spanish State and France. I believe that we need to draft a law similar to the US Oil Pollution Act, so that, through this European initiative, we can modify the legislation of the International Maritime Organisation. What is the Presidency’s view on this matter? What initiative does it intend to take? Why does it not establish compulsory rules for maritime traffic, such as those that exist for air and land traffic?"@en1
