Annex XVII to Regulation (EC) 2341/2002sets out the modalities for the reduction in the fishing effort which is to be implemented from 1 February 2003 to 31 December 2003. The number of fishing days is limited. A day is defined as the 24-hour period that runs from 00h00 to 24h00.
This rigid definition of a fishing day fails to tie in with the fishing practices of many fishermen. Belgian coastal fishermen, in particular, who fish for only 12 hours and do not usually start at midnight, will lose two ‘fishing days’ on every trip, which is probably not what the measure is intended to achieve.
Is the Commission aware of the practical problems that this definition causes, and could the it not, if need be, authorise deviations from the definition or change the definition of fishing days in order to take account of the practical situation in certain Member States?"@en1
