"May I start by thanking the Commission and expressing my appreciation of all its hard work on the accession of the whole of Cyprus to the European Union, acknowledge the importance of the announcement it has taken this opportunity to make and ask the following question: given that negotiations with Turkey are scheduled to start at the end of 2004, is resolving the Cyprus question one of the preconditions, the implementation of which will require a positive and constructive contribution from Turkey if it wishes to integrate? Also, now that this stage of the Annan plan has come to a close, does the Commission think that the European Union and the Commission will perhaps take on a more substantive role in negotiations between the two communities?"@en1
