"Mr President, the general framework set out by the President of the Commission for relations with other countries following enlargement generally has my backing. However, general principle policies do tend to fail in practice. This being so, I have two questions: first, what other good can come out of relations with the Mediterranean countries of North Africa in practice, when general policies have not, in my opinion, been particularly successful. And secondly, on the subject of the candidate countries of the former east bloc, because the quality of relations is sometimes determined by neighbouring countries rather than general principles and because, as we recently realised, many of the candidate countries have proceeded as they see fit on strategic policy matters – we are talking about the problem of Iraq, irrespective of what position you agree or disagree with – the question is: how can we influence these countries so that they do not set their own criteria for relations with their neighbours, which we see as countries of collaboration and peace and which others perhaps see as enemies."@en1
