I have voted in favour of all of these four reports by Mrs Frassoni, despite some difficulties that this matter raises. Indeed, the use of comitology must be marked by greater transparency in the work of the various committees, focusing especially on the need to provide the EP with the agendas for and summary records of committee meetings, lists of participants, draft implementing measures submitted to the committees, provisional calendars of meetings and details of the outcome of votes.
Furthermore, all committee documents, with the exception of confidential documents, of course, should be accessible to the public.
I therefore agree with the assessment made by the Committee on Constitutional Affairs stating that it is not the intention of the European Parliament to usurp implementing powers pertaining to the Commission: what it is actually seeking to do is to introduce a system that will enable it properly to exercise control and, if necessary, to contest an implementing measure with which it does not agree when this falls under the codecision procedure. This is the only way of ensuring that the legislative process and Parliament’s powers as co-legislator are fully respected."@en1
