"Mr President, Geneva for us will be the moment of truth. There once again we will ponder whether we are able or unable to defend, in a way that is consistent, democracy, the rule of law, and human rights in a world in which the human rights situation has got significantly worse and the general political climate is becoming worryingly brutalised. With the Iraq crisis reaching an acute stage, the Member States decided to adopt the process laid down in Article 19 of the Treaty on European Union in the UN Security Council. Still more important in the long term will be how we can actively effect closer cooperation, in accordance with Articles 19 and 20, in the area of human rights in the UN and other international forums. We will not be able to do this if we lose our ability to act consistently. We will no longer appear credible and we, old Europe, will be left without that moral authority we need so much. We cannot then expect our citizens and NGOs to take us seriously."@en1
