He only has to threaten and the heads of government come begging for concessions on bended knees. This is the vague picture of his absolute rule that millions of North Koreans get. How do we find a sensible answer to the real threat from this tyrannical Sun King? The regional leaders appear not to have the power, the will or the opportunity they need to free themselves from the threat of North Korea. On the other hand, one cannot expect the Americans to solve this global problem alone. The Security Council is the organ designated to act in this case. Section 7 of the Charter states that the Council should adopt a resolution that contains clear steps towards de-escalating this dangerous conflict. The first objective of the EU delegation to Pyongyang must therefore be to bring about discussions with the UN rather than the US."@en1
