".
The Council is taking the action I referred to, precisely because it considers that there are serious problems with the human rights situation in Chechnya which need to be addressed, and it is bringing all the influence it can to bear. As regards agreements between Russia and the Council through internal consultation, these issues regularly appear on the Council’s agenda and it has to see how and to what extent it can wield any influence so that we really do achieve positive results. The fact that the Council is showing an interest and constantly intervenes along these lines proves it is determined to influence the situation in Chechnya."@en1
