Question No 14 by Bart Staes () During the most recent EU-Russia summit of 11 November 2002 in Brussels, both parties referred to the situation in Chechnya. No doubt issues such as the protection of the civilian population, free access to the region for UN human rights representatives and independent observers, the right to Red Cross visits for prisoners, the prevention of mistreatment, torture, rape, disappearances and extra-judicial executions (committed by either side), human rights violations and potential war crimes, were raised at this meeting. Does the Council now have any concrete indications that the Russian Federation has since taken any constructive steps on any of these matters?"@en1
