". The report both criticises and praises the human rights situation in Portugal, in a way that we feel is accurate and balanced. It would not be acceptable for the Portuguese institutions not to take account of them on the pretext that the integrity of the State takes precedence over citizens’ rights and this is the factor that won my vote. The report’s explanatory statement also contains less rigorous information which did not, however, influence my vote, because I do not feel they are important in determining the report’s content, since they are not being voted on or published. Like local, regional or national institutions, the European institutions must also be free to adopt a position, criticise or praise the practices of institutions other than their own. Nevertheless, a report on the situation of fundamental rights in the EU that makes no assessment of the legislation and activities of the European institutions is not a report on the European Union – it is merely a report on Member States. This report on the Member States must therefore be followed up with another, more important report, assessing the practices of the European institutions in the field of human rights."@en1
