". – First of all I am glad that technology eventually brought us the honourable Member's supplementary question. I have two points. First of all I very much agree with the argument of the head of the UN mission in Kosovo, Mr Steiner, that the real task for Kosovo over the coming year is to put standards before status. What we want to see is Kosovo putting in place the sort of policies and the sort of implementing agencies which will allow it, with the other countries in the region, to move ever closer to the European Union. Secondly, the honourable Member is correct in saying that a problem that we face in Kosovo is that as it becomes more economically self-sustaining, as it moves away from heavy dependency on grants, it will naturally be looking to international financial institutions and others for loans. The status issue has raised some problems in that respect. We are discussing that issue with the IFIs, in particular with the European Investment Bank, and I very much hope that we will be able to resolve it in a way which enables Kosovo, as one would expect of any economy in those circumstances, to move from grant-dependency to the ability to borrow money and to service those loans."@en1
