"We agree with regionalisation and with the idea of strengthening the role played by regional and local authorities within the constitutional framework and within sovereign decision-making processes in each Member State. For that reason, we support those aspects that the report emphasises in this respect. For the same reason, we think it is important that there should be a forum at EU level, and indeed one already exists, the Committee of the Regions, for exchanging experience on the work of these authorities and to provide them with a means of presenting their views at EU level on matters relevant to them. Nevertheless, although some positive amendments have been adopted, the Napolitano report is still inspired by the more or less explicit objective of trying to create direct links between the institutions of the European Union and regional and local authorities, thus bypassing the Member States' sovereign decision-making powers. We cannot agree with this, because internal organisation is a matter for the Member States alone, especially when it comes to how decisions are made. So, although we agree with reinforcing the role of the regions, we reject any federalist approach that aims to circumvent the sovereignty of the Member States of the European Union."@en1
