We must therefore continue to insist that this House maintains Mr Napolitano’s report, produced by the Committee on Constitutional Affairs, which included, amongst other things, increasing the participation of the regions in decision making, the adaptation of Community legislation and the right to bring cases before the Court of Justice of the European Communities. It would be a good idea – as I pointed out in an amendment to the Napolitano report – to ask the Convention to guarantee the inclusion in the European Constitution of the famous paragraph 2 of Article 299 of the EC Treaty, which deals with the special application of Community provisions in the outermost regions of the European Union."@en1
