"Mr President, Commissioner, ladies and gentlemen, although the role of services of general interest has been acknowledged, forcing these to comply with the rules of competition devalues their social role as public services of vital importance to the population at large. This is the major problem we are facing today, caused by successive decisions by the Commission and the Council, specifically at the Lisbon and Barcelona Summits, which have speeded up the liberalisation and deregulation of several sectors, such as telecommunications, postal services, energy and transport to name but a few. We are already beginning to see the consequences of these decisions, not only in the redundancies and in the greater instability of employment in some of these sectors, but also, in some cases, in the higher charges and prices and the poorer quality of the services provided. These developments have won the firm opposition of workers and of society as a whole, as demonstrated recently by the general strike in Portugal. We must, therefore, acknowledge the importance of high-quality public services in guaranteeing all citizens the right of access, which also requires a firm stance to be taken in WTO negotiations against the liberalisation of public services. So, Commissioner, what commitments can you give in this context of the WTO?"@en1
