"The issue of the integration of third-country nationals is one of the priorities of the programme of work of the Danish Presidency. Its importance and the need to prompt and encourage integration were recognised and underlined by the Council in the conclusions adopted on 14 – 15 October. As a follow-up to those conclusions, the Presidency called upon the Member States to establish national contact points for integration by the end of this year, and all the Member States have accepted this. Using these contact points, we will exchange best practice and learn from each other’s successes and fiascos. I would add that a major conference on integration was held in Copenhagen in July, which also provided opportunity for such exchange of experience and best practice. The relevant bodies of the Council have considered various proposals for Council directives, which the Commission has submitted with a view to implementing the Tampere conclusions in respect of the entry and residence of third-country nationals. These legislative instruments are aimed at creating a legal framework of rights and obligations at Community level for third-country nationals wishing to enter and reside in the territory of other Member States. The aim is naturally that, as far as possible, they be treated in the same way and be subject to the same conditions as EU citizens are when travelling from one country to another. This will contribute to integration but, as I said during the debate that we have just concluded, it is not that easy to reach agreement concerning these conditions.
