"Mr President, thank you for drawing attention to what this question is about. I frequently have a bad conscience about answering questions that no one has heard. As you mentioned, however, it is about the fact that French authorities have removed a sign in the Basque language which points the way to a railway station. And the question is: does this not contravene the Charter of Fundamental Rights? The answer is that the Charter addresses the EU authorities and the national authorities when they administer EU policy. Consequently, I am forced to answer ‘no’. Whatever may be thought about this language dispute, this case will never become relevant to the EU’s Charter of Fundamental Human Rights because the Charter is aimed at the EU and at the Member States when administering EU policy, and as we are aware, the EU has no policy on railway signage."@en1
