". Directive 2002/30/EC lays down objectives and methods for resolving the problems of noise pollution in areas close to Community airports. To this end, the directive describes measures which the States can apply in order to reduce noise and lays down a series of principles and rules on the methods for the evaluation of noise with a view to a reduction in levels of noise emissions. At the moment, the Commission considers it a priority to ensure the correct incorporation of this directive into national legislations of the States of the Union, which should take place by 28 September 2003 at the latest. This directive is one more measure in a series of measures intended to control exposure to noise around airports. With regard to the proposal for a directive on the establishment of a Community framework for the classification of noise emissions from subsonic civilian aircraft and for the calculation of noise charges, following the first reading by the European Parliament in September, it now falls to the Council to begin examining the proposed text. The Commission does not plan to create a single charter of rights for people living near airports."@en1
