"Mr President, I would ask, with reference to Article 110a, to take the floor in connection with the reading of my report, for the session services reject the possibility of adding to the report the answer I obtained from the Council during the reading by the committee. I am therefore forced to take the floor now instead. What is at issue here is Mr Tony Bunyan’s complaint to the Ombudsman, the outcome of which is a success for Parliament, the Ombudsman and Mr Bunyan. Through our work, a long conflict between the institutions about what characterises a document, as distinct from more incidental papers, was resolved. The Council had refused to give the complainant access to documentation on the grounds that the documents were ephemeral or only reflected the views of individuals. ("@en1
