"Mr President, I just want to endorse what my friend and colleague, Mr Hudghton, has said and indeed to endorse many of the things which Catherine Stihler said as well. In this area a great deal of the discussion among us remains bedevilled by different understandings of the legal background, in particular, of the continuing effects of the Spanish and Portuguese Treaty of Accession of 1985. That does need testing in a legal way and not just by political debate in the Parliament. I would like to take some steps to push that forward. As I mentioned yesterday, it does show one of the kinds of areas in which it would be very fruitful if it were the case that regions with legislative power had the right to seize the Court of Justice of questions because, after all, a parliament like the Scottish Parliament, which has legislative responsibility for these matters, should be able to test out the question of the legal basis and so should the Parliament of Galicia, might I add. This is not a particularly one-country point. It is to do with the thought that these are issues of law as well as of politics and we should be thinking of good ways of getting the law finally determined by a judicial authority."@en1
