"Mr President, we are standing on the threshold of a truly historic European Council where we expect the final political decision will be taken to give the green light to ten applicant countries to become full Member States in 2004. The groundwork has been done and I commend you, Mr President, for your leadership and enthusiasm for the European project and also the Commission and the Danish presidency for their efficiency in dealing with this unprecedented project.
Enlargement to welcome ten new States and tens of millions of new European citizens into the EU is both a bold gesture and the accomplishment of our true European destiny. I urge the heads of State and Governments to be similarly bold in proposing a package of measures for Bulgaria and Romania that will ensure that those States too may fully rejoin the European family of nations as early as possible. I also hope that a genuine and significant decision will be made in relation to the Turkish application for membership. It is clear that Turkey has a key role to play in shaping the European Union of the future and we must do all in our power to guarantee that the new Turkish Government is given full support and encouragement in its desire to make their country meet the Copenhagen criteria so as to begin accession negotiations."@en1
