"Madam President, I should like to draw the attention of the House to the following scandalous development: for the forthcoming session of the ACP-EU Joint Assembly that is due to begin on Saturday in Brussels the Mugabe regime in Zimbabwe has appointed two members of the Zimbabwean Parliament as delegates, who both represent ZANU-PF and are members of the cabinet. Their names appear on the black list published by the European Union. They are Paul Mangwana, acting Minister of Justice, Legal and Parliamentary Affairs, and Christopher Kuruneri, acting Minister of Finance and Economic Development. This is a deliberate provocation of the European Parliament and we should not stand for it. Unfortunately, they have been granted entry visas by Belgium and transit visas by Germany. Both men are already staying in Belgium. If our own governments do not stand by their decisions, namely to impose a travel ban on certain people, then from Saturday we in the European Parliament will have to take steps to prevent these two men from entering the European Parliament's premises, and we will also have to ensure that this is public knowledge and that the public is made aware of this so that it does not happen again in the future. On the one hand, we are abused by the government down there, most recently in Maputo at the meeting of foreign ministers, when we were insulted by the Zimbabwean Foreign Minister through the chair. On the other, we are supposedly sticking to international conventions to allow such people to enter our countries. We in the European Parliament have to ensure that we respect our own resolutions. The ACP-EU Assembly in Cape Town last March also issued a clear call for sanctions to be imposed on the regime. I hope that the Conference of Presidents will take steps today to ensure that these two men are not allowed into the European Parliament from Saturday."@en1
