The Commission’s proposal which aims to put in place a multiannual programme for action in the field of energy between 2003 and 2006, strengthens Community support in those energy fields contributing to sustainable development. The programme we are discussing will replace the ALTENER and SAVE programmes, and in part, SYNERGY, whilst retaining their activities. The proposed new programme has four strands. The first is the improvement of energy efficiency and demand management, particularly in the building and industry sectors (SAVE). The second is the promotion of new and renewable energy sources for centralised and decentralised production, and their integration into the urban environment (ALTENER). The third is support for initiatives on the energy aspects of transport, the diversification of fuels and the promotion of renewable fuels and energy efficiency in transport, (STEER). The final strand is support for initiatives promoting renewable energy sources and energy efficiency in the various countries as a result of the development of the sector (COOPENER). Energy is a major concern for the European Union. I am happy therefore to see that these actions have been included in a single programme. This should allow them to be managed and implemented more effectively. Furthermore, I agree with the rapporteur in that we will need a larger budget if these aims are to be fulfilled!"@en1
