"Mr President, the Cypriot accession will only have truly succeeded once we have seen a profound reconciliation of Greeks and Turks. Thankfully the proposals of Kofi Annan seem to be a sound constitutional basis for such a reconciliation. The package borrows cleverly from the Swiss model of the system of government and the Belgian model for European relations. What is now upon the table seems the best possible deal that the Turkish Cypriots can ever expect. It provides them with the status of legal and political equality and protects their interests as the smaller community. It commits the refounded Republic of Cyprus to supporting membership for Turkey itself and its transitional arrangements seem to be able to satisfy most of the demands concerning property, residency and self-esteem. Mr Erdogan, Mr Simitis, Mr Clerides and Mr Denktash must now prepare themselves to take a dramatic step towards integration and reconciliation and reject partition and revenge."@en1
