". – The discussion about how the European policy of economic and social cohesion should be shaped after 2006 is far from being completed. It is not the moment for the European Parliament to lay down any clear criterion. The aim of this report is to indicate the direction which the Parliament wants the discussion to take. As long as we do not have more detailed information about the future needs of the regions lagging economically behind the average of the Union, it would be a political mistake to say that we want exactly the same criteria that apply now.
