"Mr De Clercq spoke about the European Company, and let me emphasise that it has taken 25 or 30 years before consensus was reached on this matter. Mr De Clercq knows that this proposal does not enter into force until 2004. This is why it is probably too early to conclude that there is no interest in it. It is naturally not the Commission's intention to adopt something in which nobody is interested, but as I said before, it is premature to draw that conclusion. What is lacking – and Mr De Clercq is, of course, absolutely right – is the fiscal dimension to the proposal, an aspect to which we will undoubtedly have to return.
