"Question No 3 by Alexandros Alavanos (): Owing to particularly favourable weather conditions, cotton production in Greece was abundant in the 2001-2002 season. Due to the implementation of the new arrangements and the unlimited 'penalties' provided for in Regulation 1051/2001/ECcotton producers' incomes have fallen dramatically – by about 30% – compared with the previous season, and thousands of farmers and all the cotton producing areas are in a desperate economic situation. Regulation 1051/2001/EC was published on 1 June 2001, by which time the sowing and germination of cotton was completed; producers therefore had no means of taking corrective action to adapt to and take into account the new exceptionally severe 'fines' which are different from those imposed hitherto, and the other arrangements. In view of this, will the Council which, according to the Commission's answer to Question E-1698/01is competent to decide, say: In order to address the financial collapse of cotton producers, will it postpone the date of entry into force of Regulation 1051/2001/EC, as occurred in other instances (tobacco in 1992, flax and hemp in 1999) on the basis of the principle of 'legitimate trust'? Will it apply Article 21 of the Regulation which provides for transitional measures to be taken to facilitate adjustments? Has any Member State requested that the Regulation be suspended and that transitional measures be taken?"@en1
