It is unthinkable that the European Union should draw up a constitution without first drawing up a bill of rights, which is why the Charter of Fundamental Rights should be given constitutional status and incorporated into the European Union's constitutional texts by revising the Treaties of the European Union before new members join. This will give the Charter a legal dimension, allowing it to be cited in both the European and national courts. I agree here with the position of the Committee on Constitutional Affairs; I do not agree with the rapporteur's view that the Charter should remain unchanged. On the contrary, it needs to be expanded and its scope widened, given that it is way behind almost every European constitution when it comes to supporting fundamental rights."@en1
