I believe that we have made good progress in relation to the previous system, which created frequent problems and confusion. The new system, established by this revision of Annex V of the Rules of Procedure, is undoubtedly clearer and more efficient. Nevertheless, I regret the fact that Mrs Theato’s proposals for amendments, tabled by the PPE-DE Group, have been withdrawn, because I feel that the position of the rapporteur and the majority of the Committee on Constitutional Affairs – which would ultimately prevail in plenary too – might be going rather too far by accepting, at first reading in April, the possibility that discharge might tacitly be granted simply as an indirect result of a motion for a postponement not being adopted."@en1
