I heartily congratulate the rapporteur on his work and I also welcome the fact that rules enshrining a major advance in the functioning of the Community institutions and in their political transparency are now clearly written down, even in areas as sensitive as security and defence. Today’s final steps are the culmination of a long, painstaking and arduous process of political weighting and interinstitutional negotiation, which has led to a very positive and balanced result. What was really needed was to achieve a reasonable and fair balance between on the one hand, the necessary transparency and, on the other, the essential caution required by the highly secretive nature of this type of information. Without this balance, no progress would be possible in this sensitive area. As a result of the practical solutions that have been found, of the good sense that has prevailed and of rigorous political weighting, Parliament, the citizens in general and all the Community institutions deserve our applause."@en1
