"Mr President, this is an area in which we have had considerable experience over the years, especially in respect of organophosphate pesticides, which are used as sheep dips and for a variety of other purposes.
It is our experience that the licensing system
provides a false guarantee of safety, in that no predictive testing could accurately ascertain the full extent of toxicity and the potential health threat to humans or animals. Thus the key to safety is an effective post-licensing surveillance system, sensitive enough to identify adverse reactions speedily and to enable swift and effective action to be taken. This requires effective administrative and medical systems, including diagnostic systems, in each Member State. Again, our experience is that these systems are far from adequate. We therefore believe that it would be better to focus on this area, rather than extend an already over-complex code."@en1
