"Mr Bob van den Bos and Mrs Lousewies van der Laan (D66 party [Dutch Democratic ’66 party]) have voted against Mr Obiols I Germa’s legislative resolution to conclude an association agreement with Algeria. They did, however, vote in favour of the resolution tabled by Mr Brok. Algeria is at the moment going through a very unstable period, facing all kinds of violence and showing little evidence of democracy. Human rights are still being violated on a large scale. It would be a wrong signal to reward that country with an agreement precisely at this time. D66 considers an association agreement with Algeria in this form unacceptable, because the means to enforce the human rights clause is lacking. As is also underlined in the Brok resolution, the evaluation instruments for the application of the human rights clause in the association agreements are inadequate. D66 is of the opinion that adequate instruments to enforce the human rights clause are to be sought before the agreement can have the desired effect, that of improving human rights in Algeria."@en1
