"We cannot overemphasise the importance of support instruments for small and medium-sized undertakings, which play a crucial role in job creation, in the impetus for investment and in the economic growth of the Member States and the European Union. I fully agreed with the rapporteur’s very positive assessment of the overall results achieved in 2001, in terms of the initiative’s development and its impact on employment. The Commission report itself is relatively thorough, and the Commission has clearly responded to Parliament's request for greater speed and urgency in producing it, although it is regrettable that some specific comments made by Parliament in its report last year have still not been taken into account, particularly with regard to information on hearings. I also support the request to the Commission to present solutions to replace the ‘Joint European Venture’ (JEV), whose benefits have been hard to see and which is inadequate in its current form, as well as the following observation, which I believe to be of strategic importance and which is becoming crucial as enlargement approaches: ‘the importance of stimulating investments and entrepreneurship in the candidate countries’."@en1
