"Mr President, following Mr Souchet’s superb speech, I would simply, in one minute, like to call for two things. First of all, we must scrupulously follow the United Nations’ procedures in demanding the disarmament of Iraq. Saddam Hussein is a bloodthirsty dictator, a real threat to peace. We must not allow our procedure to provide him with the slightest loophole which he would of course use to portray himself as a victim to try to side-track the debate. Yet at the same time, we ourselves must not stray into secondary details. We must keep the compass firmly at north. We must stop this regime from doing harm and in particular from using weapons of mass destruction. That is a condition of peace, at least in the region concerned. Consequently, let us not be caught up in speeches which reverse the responsibilities, which almost try to make Saddam Hussein into a persecuted innocent party, which in fact are just speeches of refusal to take responsibility in the face of threats."@en1
