"In general, we believe that Mr Brok’s report is sound. We do not however agree with certain points in it. Paragraph 11: For reasons of efficiency and to increase the likelihood of the EU’s speaking with one voice, we are, like the report, well disposed towards merging the tasks of the High Representative and those of the Commissioner for External Relations. On the other hand, we are not prepared at this stage to state in which institution this merged office is to be set up. At all events, the Common Foreign and Security Policy is an intergovernmental matter. Paragraph 14: We are in favour of the rule enabling the Member States to act within the framework of enhanced cooperation, but it should not be possible to apply this rule in matters of security and defence policy. Paragraph 20: The report should not encourage the Member States to increase their defence budgets. Paragraph 23: We do not agree that Article 28 of the Treaty should be changed so that the costs of military operations within the framework of the Common Security and Defence Policy can be funded from the Community budget. Paragraph 26: We do not oppose closer institutional relations between NATO and the EU as a prerequisite for the EU’s actually being able to carry out military operations relating to crisis management, but we wish however to draw attention to our view that any military intervention must be preceded by an appropriate UN mandate."@en1
