".
My vote against the report does not overlook the fact that the Laeken Summit of December 2001 reaffirmed the need for the EU’s Member States to adopt a common policy in the field of asylum and immigration by 2004. I am actually sensitive to the need for coordination procedures to be established in the field of asylum policy and even, for the sovereignty and the competences of the Member States to be respected, with regard to the permanent incorporation of a method of coordination in the field of asylum in order to encourage the convergence of national systems. I am not indulging in hyperbole, however – especially in an extremely sensitive area such as this – and I regret the fact that both the rapporteur and the specialist committee have opted for a hyperbolic and frankly excessive approach, which goes far beyond what is necessary. This is why I voted against the report. And ultimately, this is the underlying reason for my final rejection of the report, which should serve as a warning for the future: in striving to achieve too much, the basic needs may suffer."@en1
