". Tourism and the way in which travel agencies operate has changed dramatically in the last 25 years, following the adoption of the special VAT arrangements for this sector. At the same time, the activity of travel agencies has undergone a profound change. The special arrangements defined in the sixth Directive are finding it increasingly difficult to match the current needs of this sector. The myriad derogations from which various EU countries benefit and the privileged situation of third-country travel agencies with regard to VAT has led to unfair competition or to the practice of the most powerful companies setting up branches in third countries – Switzerland, for example – in order to avoid their tax obligations to the European Community. The Commission proposal warrants our vote. I therefore propose a practical method of collecting VAT imposed on third-country travel agencies that sell products in the European Union or to individuals resident in the Community; the same method, in fact, that Parliament adopted for electronic commerce. I also propose a method of improving the competitiveness of travel agencies when selling tourism products within the Union to residents of third countries."@en1
