". The Commission proposal on the transboundary movement of genetically modified organisms unfortunately does less than the Cartagena Protocol which it is supposed to apply. The main shortcomings which need to be addressed are as follows: One: the principle of prevention needs to be clearly stated in the Community text. Two: the same weights and measures should apply to both the EU internal market and external trade. If a product is not marketed on the internal market, it should be banned for export. Three: full responsibility for the movement of banned genetically modified organisms should rest with the country of export; it should not be shifted on to the country of import. Four: the public must be fully informed. Five: everything should be done to ensure that large companies do not use their multinational structure to evade controls. The amendments by the European Parliament Committee on the Environment are on the right track, which is why I support them."@en1
