"Mr President, following on from Mr Swoboda's excellent suggestion perhaps this could be taken on board in the context of the whole debate about the catch-the-eye procedure. We have a debate this afternoon on the budget where catch-the-eye is to be applied. Perhaps the Bureau and the Council of Presidents could also consider the possibility of formalising the rule so that every debate that ends before the time allocated to it then finishes with a period of catch-the-eye. I agree with Mr Swoboda that it is an excellent innovation. It adds to the liveliness of the debate and it also means that the people in the public gallery have something to watch and to listen to in the last half hour, rather than having to face an empty Chamber."@en1
