A significant proportion of the EU Member States have a special relationship and cultural ties with countries outside the Union, for example Portugal and Spain with the Latin American countries. Many people have dual nationality, which means that this relationship forms part of their character, alongside their belonging to the Union. How is this situation to be dealt with in view of the decision of the Council of Europe in Seville to revise the list of countries whose citizens will require a visa to enter the countries of the Union? How will the citizens of Latin American countries be treated as far as Spain and Portugal are concerned?"@en1
