". – I should like to make three brief points in response to that. Firstly, it is manifestly the case that one of the best ways of preventing illegal migration is by promoting economic and social development. I have no doubt about that. Secondly, Morocco and other countries face real problems, given that they are themselves the targets of illegal migration from the south and often find themselves the route through which illegal migrants pass on the way to Europe. We must help them deal with that problem. Thirdly, obviously it would help Morocco if we were to be able to move from informal discussions to formal negotiations about a readmission agreement. We recognise that Morocco has some concerns, which we hope can be satisfied, so that we can move on to that sort of formal agreement as soon as reasonable. We sympathise with the problems that Morocco has to face; we want to help Morocco deal with those economic and social problems, and we support the efforts it has made, not least in the area of gender."@en1
