The Deva report acknowledges a universally positive aspect of the phenomenon of globalisation, which is that it contributes to the creation of economic, social and cultural wealth for the entire world. He emphasises, however, that the poorest do not participate in this 'benefit gain' which results from technological progress and the growth of international trade. In order to free ourselves from the blind pursuit of globalisation, the rapporteur suggests emphasising the concept of 'maximising the advantages of the least advantaged section of the global community'. The report seeks, therefore, to reconcile the global principle of the positive aspect of trade liberalisation with the need to force multinational companies to adhere to the same types of regulatory, stabilising, and legitimising functions that are binding at national level, which is why I have voted in favour of the report."@en1
