"Mr President, we have always had a point of reference in our political action – the ideal of freedom – and there is a condition linked to this ideal of freedom, namely that the ideal of freedom is totally and unequivocally incompatible with the use of violence. Any form of self-determination which is based on or employs violence in any way, even indirectly, must be rejected in the initiatives and positions we adopt. Secondly, we have an ideal of Europe, which is the ideal of subsidiarity. We have never called into question any decision taken by a national parliament, for we recognise that national parliaments act in local contexts which are nothing to do with Europe. Well then, we would like these two fixed reference points of our action to remain our ideals, for otherwise European politics will become a farce, with positions being adopted for Europe which are not part of our tradition."@en1
