Since November 2001, the movement of goods by rail between France and the United Kingdom through the Channel Tunnel has been seriously obstructed. The Commission has taken all the measures it can under the ‘strawberry regulation’. If one considers the present situation, it is clear that the Commission’s powers under this regulation are inadequate. The free movement of goods through the Channel Tunnel continues to be seriously obstructed. Why has the Council rejected the Commission’s proposal to increase and improve the scope of this regulation, and what measures have Member States taken to implement the resolution of the Internal Market Council of 27 September 2001?"@en1
