lpv:spoken text	". – Mr President, from the point of view of the Committee on Foreign Affairs one of our priorities has to be to ensure that our delegations in other Member States are properly looked after, in particular in relation to security. In view of deconcentration we want to ensure there is a proper infrastructure in place for our delegations. Secondly, we need to ensure that we have a proper civilian crisis management arrangement. In relation to Kosovo, we are concerned about the cuts being proposed and we need more information as to why they are necessary. If it is simply a case of how we upfronted our money, then that clearly is less of a problem. On enlargement, as Mr Färm has already indicated, capacity is a key element that we must work on in the next 12 months. I am encouraged by the commitment to greater cross-border activity, but I remain very doubtful about the way in which TACIS is currently being used. Finally, we must be aware that there is always the possibility of the need for major intervention in the Middle East, and I would love to know where the money would come from."@en1
