". – I welcome this report, which calls for a voluntary agreement on road safety and pedestrian protection, with a view to more binding legislation in the future. The report has made significant headway in terms of reaching agreement between industry and citizens on important issues such as bullbars and pedestrian-friendly car fronts. Hopefully these agreements will soon be matched by marked decreases in harm to pedestrians. These measures will fortunately be implemented very soon. However, we must guard against complacency to ensure that, in the long term, more binding and transparent legislation is forthcoming. Voluntary agreements are useful tools to ensure that changes are made relatively quickly, but they are not a long-term solution to something as important as the protection of Europe's citizens."@en1
